GUWAHATI: Kanpur encounter main accused gangster Vikas Dubey was killed in an encounter. According to reports he tried to flee when a car overturned. Dubey attempted to flee by snatching pistol of the injured policemen. However, he was shot in the retaliatory firing.

Here are the 10 important points about the notorious criminal:

  1. Chaubeypur police station of Kanpur is the key to unlock crime file of Vikas Dubey — though his own village Bikru is under Shivli police station of the district. Around 60 criminal cases are registered against Vikas Dubey at Chaubeypur police station. These cases include those involving murder and attempt to murder. Records show his reign of crime and terror in Kanpur for nearly three decades.
  2. On the night of July 2-3, when a police team had gone to arrest Vikas Dubey at Bikru village, some 45 km from the Kanpur district headquarters, the raiding party was following the protocol of investigation in a murder case. Vikas Dubey has a named accused in the case.
  3. Vikas Dubey has been arrested previously on many occasions but not convicted in any of the 60 criminal cases. Around the turn of the century, Vikas Dubey had emerged as a serious law and order challenger in Kanpur but his “friendships” across political spectrum offered him protection.
  4. In 2000, he was in jail and yet could allegedly hatch a murder conspiracy and get it executed. The victim was one Rambabu Yadav. The same year, Vikas Dubey was named accused in the murder of a college staff.
  5. But most high-profile and shocking of all the crimes in which Vikas Dubey has been named an accused was the murder BJP leader Santosh Shukla. He was the minister of state in UP government. He was killed inside a police station with around 25 witnesses present on the campus.
  6. During the trial of the Santosh Shukla murder case, all witnesses – most of them police personnel – turned hostile. Vikas Dubey was acquitted by the court four years later – in 2005 – due to lack of evidence and corroboration.
  7. Even before his acquittal, Vikas Dubey figured in another sensational murder case in Kanpur. This time the deceased was a well-known local businessman Dinesh Dubey, who dealt in cables.
  8. Locals say Vikas Dubey began his career in crime with snatching and robberies sometime in the early 1990s. He formed a gang of his own and aspired to be a don of Kanpur. When he earned enough notoriety, he feared inviting government’s ire, and to protect himself he joined the BSP in 1995-96.
  9. In recent years, Vikas Dubey developed political ambitions and wanted to be an MLA. He even held positions at the zila panchayat level. He got his wife in the zila panchayat body as well. Locals say his village Bikru has not seen a panchayat election in the last 15 years. Vikas Dubey would decide the name, and the candidate would be declared winner unopposed.
  10. Vikas Dubey exploited his political connections to evade police action, and made “friends” in the police department to add an extra layer of security. It was these “friends” who gave a reverse tip-off to him about the movement of the police team that was on its way to arrest him in a murder case. Vikas Dubey allegedly laid an ambush on the police team killing eight including a DSP rank officer. Now, around 200 cops are under investigation for their links with Vikas Dubey.
