GUWAHATI: The Assam government is moving ahead with massive administrative reforms. The move is directed to remove all official bottlenecks that slow government projects and schemes. Chief minister Dr. Himanta Biswa Sarma on Saturday stated that the number of tables that a file has to travel will be henceforth reduced, thereby improving speed and efficiency.
For proposals costing up to Rs. 2 crore a department committee will approve and there is no need to send it to the finance department. The department commissioner will head this committee.
For proposals costing up to Rs. 2 crore to Rs. 5 crore a standing finance committee will do the approval. The Chief Secretary will chair the meeting and file need not be sent to the finance department. The meeting will be held every Friday.
For projects worth Rs. 5 crore to Rs. 100 crore the finance minister will chair the standing finance committee where department commissioners will be member secretary. This committee will grant the final approval and it will be held every Thursday.
Proposals costing above Rs. 100 crore the department head will directly meet the cabinet for necessary approval.
In case of regular schemes, the concerned minister will have authority to approve the scheme.
Directors/Chief Engineers will be empowered to send ceiling proposal to the finance department directly instead of routing it through concerned departments, which has been the convention as of now.
