Permitted activities in Kamrup (M) announced on Saturday

Guwahati: After a strict 3 weeks lockdown in Kamup Metro, the city from Monday will limp back to normalcy with a set of guidelines announced by Assam Chief Secretary Kumar Sanjay Krishna on Saturday at a press meet in Guwahati.

These guidelines will come into force with effect from 7 PM of June 19, 2020 and will remain in force till  7 PM of August 2 , 2020 in the entire Kamrup Metropolitan.

The Standard Operating Procedure (SOP) issued by the Chief Secretary includes the following points: 

 1. All shops and business establishments are allowed to operate on one side of any street on any given day and  on the opposite side on alternate days between Monday to Friday and from 7 AM to 5 PM. Deputy Commissioner in consultation with trade bodies shall determine the side of the street for opening on alternate days. 

2. Whole-sellers for essential items are allowed to operate between Monday and Friday subject to one side of the street norm between 7 AM and 5 PM.

3. Wholesaler of non-essential items to operate from Monday to Friday subject to one side of the street norm between 7 AM and 5 PM.

4. Vegetables fish and meat wholesalers are allowed to operate from  Monday to Friday between 7 AM to 5 PM.

5. Home delivery of vegetables meat and fish are allowed to operate from Monday to Saturday between 7 AM to 5 PM.

6. Courier and e-commerce activities are from Monday to Friday between 7 AM to 5 PM.

7. All industrial establishments shall be allowed to function subject to workforce staying in the premises and outward\inward movement shall not be allowed.

8. All construction activities including transportation of materials are allowed, subject to workforce remaining inside the construction sites and owner/ builder being responsible for testing for COVID and maintenance of all COVID protocols:

9. Milk, milk products and baby food are allowed to be sold on all days;

10. Restaurants and other hospitality services are allowed to function from Monday to Friday during non-curfew hours only on take away basis including online home delivery of cooked food businesses;

11.  Pharmaceuticals, medical equipment, and medicine whole-sellers are allowed on both sides of the street from Monday to Friday. Pharmacies are allowed to operate on all days;

12. Animal food, veterinary medicine, and other livestock-related activities are allowed on all days;

13. Pan, guthkha & cigarette shops are not allowed to open;

14. Parlours and Salons are allowed to open for hair trimming only with street-side restriction between 7 AM and 5 PM from Monday to Friday.

15. Shopkeepers will be allowed to operate only with 50% employees and all employees including owner testing negative for COVID19 and with strict compliance of all COVID19 protocols issued by Health Department,

16. Cab aggregators, auto-rickshaws, and manual Rickshaws except e-rickshaws are allowed to operate with only two passengers at any given time with operator carrying negative test reports for COVID19. The operator is responsible for sanitizing vehicles after every trip.

17. Technical services such as plumber, electrician, carpenter, AC and other electrical and electronic equipment repairing is allowed from Monday to Friday during non-curfew hours;

18. All Central and State Government offices including Banks, Insurance Companies, NBFCs, GTAC and private offices shall operate with 30, of all workforce. Testing for COVID and maintenance of COVID protocols shall be the responsibility of the head of the office. Offices are allowed to operate without street-side restrictions;

19. All warehouses are allowed to operate from Monday to Friday between 7AM and 5 PM with the workforce remaining inside the campus and management will be responsible for testing and maintenance of protocols for COVID19. Goods carrying vehicles are allowed on all days;

20. Telecommunications, internet services. broadcasting and cable services. IT and IT-enabled services to continue;

21. Power generation, transmission and distribution units, and services shall continue with persons with specifically assigned duties being allowed to come out;

22. Private vehicles, both four and two-wheelers are strictly barred from coming on to street except for medical emergency and official duty;

23. Street and footpath vending of any sort is not allowed;

24. All designated GMC market shall remain closed;

25. Malls, cinema halls, gymnasiums, yoga centres and all places of public gathering shall remain closed;

26. All shopkeepers, employees, delivery persons, technical repair personnel and any person corning in close contact with members of the public must get themselves tested for COVID18 and must carry test result on their person at all times;

27. Movement of individuals shall remain strictly prohibited between 6 PM (1800Hrs) and 6AM (0600 Hrs). No movement of individuals shall be allowed on Saturday and Sunday at any time; all permissions/ passes issued earlier stand cancelled.

Fresh permissions /passes shall have to be obtained from competent authorities.

No pass will be required for day-long movement of suppliers of vegetable from outside the district to deliver fruits, vegetables, other essential perishable goods and construction material in Kamrup Metropolitan from other districts and for supply of essential goods to Kamrup Metro and to other districts and other states; All other activities other than specified as exempted above shall remain prohibited in the entire area until further orders.

Wearing of face cover is compulsory in public places, in workplaces, and during transport, etc, violation of which will attract a fine of Rs. 1000/- for the first offense.

The Commissioner of Police, Guwahati / District Magistrate, Kamrup Metropolitan shall very strictly enforce the above measures without any dilution.

Any person violating these measures will be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005, besides legal action under Section 188 of the IPC, and other legal provisions as applicable.
