National Disaster Management Authority to conduct mock exercise on flood disaster scenario in Assam

GUWAHATI, Dec 6: The National Disaster Management Authority (NDMA) in collaboration with Assam State Disaster Management Authority (ASDMA) will conduct a state-level mock exercise on flood disaster in Assam on December 17 (table top exercise) and 19 (mock exercise-physical). An orientation and co-ordination conference through video conference in this regard was held at the Assam State Disaster Management Authority (ASDMA) conference hall involving various stakeholders from different line departments and responding agencies from 10 districts headquarters of Assam — Barpeta, Bongaigaon, Cachar, Darrang, Dhubri, Goalpara, Kamrup, Morigaon, Nagaon and Nalbari, a release issued by ASDMA stated.

Brig. Ravindra Gurung, Senior Consultant, NDMA, chaired the VC with the stakeholders of the State. Around 100 stakeholders from participating districts and state headquarter were linked through video conference, where the proposed work schedule has been discussed with the participants to check the preparatory level of the responders. The meeting involved bringing together these participants with a role in disaster management & emergency response to discuss the initial plans and conduct of upcoming exercise.

Brig. Gurung said the mock exercise would be based on the Incident Response System (IRS) and accordingly the State would organize the response to the simulated flood disaster through Incident Response Teams (IRTs).

On December 17, the Table Top Exercise (TTEx) would be conducted to check the preparedness of the participants. TTEx is designed to evaluate plans, procedures, resolve questions of coordination, and clarity on responsibilities/duties without actual on ground deployment and execution.

On December 19, the mock exercise on flood scenario would be conducted to validate the emergency management system capability of the stakeholders with actual mobilization and deployment to demonstrate coordinated response capability based on IRS, the release further added.

The video conference was attended by Alakananda Medhi, ACS, State Project Coordinator, ASDMA, Biraj Das, Suptdt. Of Police (C), Assam Police, Ripun Borah, AGM (ATM), RHQ, AAI, NER, Maj. Tirthankar Deka, HQ 4Corps (TAC), Indrajit Phukan, Superintendent Engineer (PHE), Amal Ch. Sarma, Inspector (T), Commissionerate & Guwahati City, Rakesh Das, Inspector, APRO, Dr. Pabitra Patar, Nodal Officer, AH& Vety. Dept., Dr. BK Das, Nodal Officer, Directorate of Health Services and other senior officials of ASDMA, the release concluded.
