GUWAHATI: Assam Chief Minister Dr. Himanta Biswa Sarma after attending 21 hours of marathon conference with DCs in presence of several ministers and senior officers at Diphu came to a close on Monday.
Coming out from the conference hall after the end of the conference, Chief Minister Dr. Himanta Biswa Sarma said, “Starting at 11 am yesterday by 4 pm today we were able to conclude the DC’s conference. Ministers, Commissioners, Secretary, Chief Secretaries and DCs from all districts of Assam including Principal Secretary attending the conference along with Karbi Anglong Autonomous Council (KAAC) to work out plans for the development of Assam. The meeting lasted for 21 hours.”
The purpose of the conference was to see in the coming next six months what development works can be taken up and those that need to be completed through strict monitoring said the Chief Minister.
“Our main concern was what we can do about the land records updation and we have discussed in detail on the matter. Many people have got their land documents, some could not transfer land from father to son. Many lands have no records. In order to ease the problem, we have come up with a new mission. The purpose of the mission will be known at the appropriate time. It is to make it easier for people so that they do not need to go DC office or come to the Secretariat office. By an online portal public can do self-certification,” CM said.
Dr. Sarma also informed that discussion was taken up on the timely completion of Central government-aided schemes. The coordination of civil administration and law and order was also discussed. The police after arresting a drug-addicted person need to provide rehabilitation which is to be done by the civil administration.
“The developmental schemes of every department in presence of concerned ministers and high-level officials were properly discussed. I hope the session was a productive one,” CM Sarma said.
The next DC’s conference will be held at Tezpur after six months intervals, he announced.

A targeted & integrated action plan for various sectors has been devised after detailed discussions with DCs focused on:
# Faster service delivery
# Expeditious infrastructure push
# Better health & education

We’ve identified priority work areas for next six months, to be closely monitored and completed. We also discussed proposed Mission Basundhara – doorstep delivery of govt services.

Top bureaucrats and administrators of Assam government were present in the conference. Deputy Speaker of Assam Assembly Dr. Numol Momin, Minister Dr. Ronaj Pegu, Ashok Singhal, Jogan Mohan, Member of Parliament from hills of Assam Horensing Bey, all MLAs of Karbi Anglong were also present with the Chief Minister.
