Assam Accord: High-level committee formed, to submit report in 6 months

The Union Home Ministry has constituted a high-level committee under the chairmanship of retired tourism secretary MP Bezbaruah to look into the implementation of Clause 6 of the Assam Accord. Home Minister Rajnath Singh had on Wednesday announced the decision of the Union cabinet to form a high-level committee that will look into the implementation of Clause 6 of the Assam Accord.

Besides MP Bezbaruah, other members of the high-level committee are retired IAS officer Subhash Das, former Assam Sahitya Sabha president Nagen Saikia, veteran journalist and former editor of ‘The Sentinel’ Dhiren Bezbaruah, educationalist Mukunda Rajbangshi, Advocate General of Assam Ramesh Borpatragohain, former Assam Sahitya Sabha president Rongbong Terang, a representative of the All Assam Students’ Union (AASU) will be the other members of the high-level committee along with the joint secretary in the Home Ministry who will be a member secretary of the committee.

The notification issued by the Union Home Ministry regarding the formation of the high-level committee to look into implementation of Clause 6 of the Assam Accord.

 

The committee shall examine the effectiveness of actions taken since 1985 to implement Clause 6 of the Assam Accord, hold discussions with various stakeholders including social organizations and experts from diverse fields including legal and constitutional luminaries, cultural icons, conservationists, economists, linguists and sociologists, assess the quantum of reservation of seats in the Assam Legislative Assembly and local bodies for the Assamese people, a notification issued by the Home Ministry stated.

The committee will also assess the requirement of measures to be taken to protect Assamese and other indigenous languages of of the State, besides also recommending quantum of reservation in employment for the Assamese people in the State Government.

The notification further stated that the committee might suggest any other measures as may be necessary to protect, preserve and promote cultural, social, linguistic identity and heritage of the Assamese people and wil submit its report within six months since the date of issu of the notification.

Incidentally, Clause 6 of the accord singned in 1985 after the six-year Assam Agitation envisages constitutional, legislative and administrative safeguards to protect, preserve and promote cultural, social, linguistic identity and heritage of indigenous communities of Assam.
